The city Zoning Hearing Board recently granted special exceptions that will enable a pair of businesses that specialize in hair to move into single-household residential zones in Altoona — one in Garden Heights and one in Fairview.

Kelly Krieger plans to relocate her Kelly Kreations salon from Hollidaysburg to the former Garden Heights United Methodist Church building on Bellview Street, where the board in 2016 granted a special exception for a preschool despite neighborhood opposition.

Ayanna Jenkins hopes to start her Mane Label Hair Extension business in the former Sipes TV repair shop on the 900 block of 22nd Avenue.

The former church building has a parking lot with handicap access and is “in no way” residential, according to Krieger.

There is a commercial plaza across the alley, she told the board.

She intends to operate from 9 a.m. to 8 p.m. Monday through Friday and 9 a.m. to 3 p.m. Saturday.

Jenkins’ operation will be a retail store for the sale and fitting of hair extensions and wigs — not a salon, she told the board.

The space where she proposes to start her business was never in residential use, according to Jenkins.

There are three big rooms and a garage, and the interior is “wide open,” said Jenkins’ architect Joseph Oricko.

It would be “very costly” to make it residential, Oricko said.

There is the possibility of parking two cars in the garage, according to Oricko.

A ramp will be needed for handicap access, he said.

Jenkins plans to operate by appointment only, 9 a.m. to 5:30 p.m. Monday through Saturday, she told the board.

She plans to move into the four-bedroom apartment upstairs with her two children, she said.

Sipes’ daughter testified on Jenkins’ behalf.

The city has no issue with Jenkins’ proposal, according to Rebecca Brown, director of the Department of Codes & Inspections.
